The MEP said that “We voted for the report on the abduction. The Hague Convention of October 25, 1980 on the Civil Aspects of International Child Abduction has been ratified by all Member States. The EU currently has exclusive external competence in this field. Therefore, member states can no longer act on their own. The problem is that the Convention does not provide for autonomous action by international organizations. This problem has necessitated the decision of the Council to accept member states, each with respect to its territory, Russia’s accession, Andorra, Seychelles, Albania, Singapore, Morocco, Armenia and Gabon requested.
